4.1.1 Under body protection is permitted

4.1.2 Lighting: Additional forward facing headlamps may be fitted in accordance with Appendix “J” of the International Sporting Code.

4.1.2.1  Mud-Flaps: Mud/Dust flaps that conform to article 252,7.7 Appendix “J” may be fitted. .

4.1.2.2 Windows: The use of silvered or tinted film complying with article 253,11 of Appendix “J” is authorized on the side or rear windows.

Group A and N cars whose homologation has expired up to a maximum of four (4) years before the beginning of the current year (2004) will be permitted to participate in the event as per para.3 of the FIA Middle East Rally Championship Regulations. Vehicles entered in this category will not be eligible to score points in the FIA Middle East Championship.

4.4 The Junior Cup – Middle East:

Non-homologated “Toyota RAV 4” cars as entered in “The Junior Cup” are permitted to participate in the event. Vehicles entered in this category will not be included in any general classification or be eligible to score points in the FIA Middle East Championship but will be subject to a separate “The Junior Cup” classification only.

5. ELIGIBLE COMPETITORS:.
.

Any person or legal entity holding FIA International Competitor's license valid for the current year is eligible.

.

5.1 Where the competitor is a legal entity, or in any case not part of the crew, the first driver named on the entry form will be held solely responsible for all the liabilities and obligations of the competitor, throughout the driving time.

.

5.2 The driver assumes the competitor's responsibility when the latter is not on board the vehicle.

.

5.3 Any incorrect, fraudulent or unsporting action carried out by the competitor or member of the crew will be judged by the Panel of Stewards who will impose penalties, which may go as far as exclusion .

6. ENTRY FORMS – ENTRIES:.

7.2.2 In the case of the rally not taking place..

The organizers may refund 50 % of the entry fee to those competitors who, for reasons of “force majeure” (duly certified by their ASN), were unable to start in the rally.

7.3 Description of insurance cover:

The entry fees include the insurance premium, which guarantees the competitors cover for civil liability towards third parties. The indemnity provided under this insurance is JD 10,000.000 covering any one incident or accident.

This insurance will commence from the beginning of the Pre-event Scrutineering until the end of the event or at the moment of retirement, exclusion or disqualification.

             8. ADVERTISING:
 
            Space for the organizers supplied rally plates and door panels must be reserved on the car as shown in the diagram below. Space will also be required for the organizers      
            optional and compulsory advertising, the text of the advertising will be announced to competitors in a bulletin issued no later then Tuesday, April 20th 2004.

9 •  GENERAL OBLIGATIONS:.

9.1 Control of the Drivers' helmets and equipment:

The control of Drivers' helmets and equipment will take place at Pre-Event Scrutineering.

9.2 Identity card .

This will not be used.

9.3 Infringement card .

This will not apply.

9.4 Plates – Numbers .

9.4.1 Plates:

These will be provided by the organizers in accordance with Art. 9.1 of the FIA General Prescriptions.

•  In the case of any one of these plates being missing during the rally, the competitor will be fined JD 100.000 (One hundred JD). .

9.5  Reconnaissance:

Reconnaissance will take place to the following schedule: .

Wednesday, May 19 th 08:00 hrs. to 12.00 hrs. Leg 1 Section 1, SS 1 and Leg 2 SS 20 Competitors will be allowed to reconnaissance the stage by only walking it. .

Competitors will be issued with two reconnaissance plates to be attached to the side rear windows of the reconnaissance car. Cars not carrying this identification will not be permitted to participate in the reconnaissance. These plates will be dispatched to competitors at the same time as the road books.

9.6  Regulations on studded tyres (if applicable):

Studded tyres are not permitted. .

9.7  Fuel: .

The maximum lead content in fuel in Jordan is 0.138grs/litre.

The use of AVGAS is permitted. Competitors must notify the organisers of their requirement not later than Friday, April 11 th 2004.

9.8  Accident reporting

Any driver taking part in the rally who is involved in an accident, in which a member of the public sustains physical injury, must report this to the next radio point as specified in the road book and signposted on the route. If the driver fails to observe this rule, the Stewards may impose a penalty, which may go as far as exclusion. The laws of the Hashemite Kingdom of Jordan must be complied with in relation to procedures at accidents.

RUNNING OF THE RALLY

10.  START:.

10.1 Official time throughout the entire Rally:

Will be that of the GPS (UTC) time + the offset to local time. .

10.2 Start order: .

Crews must present their cars at the Pre- Start Holding area at the Amman International Fair, on Thursday, May 20 th 2004 thirty (30) minutes before their due start time. The Pre- Start Holding area will open at 16.00 hrs. The Pre- Start Holding area is not a Parc Ferme. Competitors reporting late at the Pre- Start Holding area will be fined JD 100.000.

10.3 For Leg 1, section 1 only, cars will start in reverse numerical order and (2) minutes interval .

10.4Cars will start all Road Sections and Special Stages at (3) minutes intervals.

10.5 Start procedure on a Special Stage:

10.5.1An automatic start system will be used that is driven by a single printing clock and with a single time display. The system will operate as follows:

30 seconds before START RED light..

15 seconds before START RED and AMBER lights.

10 seconds before START RED lights goes out..

5 seconds before START AMBER lights goes out. The digital display will count down from 5seconds.

START GREEN light.

A false start will be detected by a beam placed at a distance of 20 to 40 cms in front of the start line.

10.5.2 At the time controls at the end of LEG1 Section 1 and LEG1 section 3, crews may check in ahead of time without incurring penalty. The time entered on the time card will be the scheduled time of the rally, not the actual time..

10.6 Judges of Fact: .

10.6.1 Judges of Fact may be located on Special Stages to verify that the competing cars follow the designated route where a shorter alternative may exist. Cars are required to pass between two yellow passage control ahead signs and two red passage control signs placed on either side of the route time of passing will be recorded solely for the purpose of verifying that cars pass in the correct sequence. A time penalty of 15 minutes will be imposed for each missed passage control as well as the application of penalties by the Stewards which may go as far as exclusion for any breach of article 19.3 of the General Prescriptions. .

The locations of Judges of Fact positioned in Special Stages will not be announced in advance. A Bulletin will be issued before the start of each leg giving the number, but not the position, of Judges of Fact that will be allocated in each Special Stage.

10.6.2 Other Judges of Fact will patrol all road sections of the Rally route to monitor compliance with all aspects of the service regulations. .

10.6.3 Competing cars will be fitted with data recording devices that will give an exact GPS trace of the position of the competing cars during Special Stages. A corridor of + or - 25 meters from the center line of the route will be superimposed on the trace and any car that strays outside this corridor will incur a penalty of 10 minutes of which shall be imposed after examination of the circumstances of the infringement by the Clerk of the Course. Data will be downloaded at the arrival control at each service park.

Any attempt to tamper with the data recording devices or any device that fails to record a trace due to interference by the crew will be reported to the stewards who may impose a penalty that may go as far as exclusion .

12. PROTESTS AND APPEALS:.

12.1 The protest fee set by the ASN:

12.2 There will be no prtest allowed which involves the whole car..

12.3  If the protest requires the dismantling and the reassembly of different parts of a car, (engine, or transmission, or steering, or braking system, or electrictrical installation, or bodywork, ...etc) the claimant must pay an additional deposit of JD 500.000..

12.4 The expenses incurred by the work and by the transport of the car shall be born by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld..

12.5 If the protest is unfounded, and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall be borne by the claimants. Conversely, if the expenses are less, the difference shall be returned to them..

12.6  Sum of the appeal fee:

12.6.1  Sum for a national appeal fee (ASN): JD 1000.000

16. MISCELLANEOUS:

16.1 The official language used throughout the event shall be English in accordance with International practices. In the event of any official document being written in any language in addition to English, the English version will be taken as the official one, if there is any difference in the translation.

16.2 Competitors are responsible for their own hotel accommodation reservations before, during and after the Event and the payment of any costs that may be incurred relating to the same. However, on request, assistance will be given to make the hotel reservations and to obtain the best possible room rates. Due to the busy time of the year, one month notice is required if organizer's assistance needed. .

16.3  Competitors are responsible for clearing their own cars and spare parts through customs. Where possible, assistance may be given. However, at least a 14 days notice should be given if any assistance is required.

16.4  In order to facilitate the documentation, all entrants are requested to fax the following documents listed below at least two weeks prior to the event start. All originals of those can be delivered one week prior to the start of the Event.

PPRINCIPAL MISSIONS

 

Inform the competitors and play a mediating role at all times.

This post must be entrusted to an official in possession of a license issued by their ASN as it implies certain knowledge of the General Regulations. They may attend the meeting of the panel of the Stewards, in order to keep abreast of all the decisions taken.

 

The competitors' relations officer must be able to be easily identified by the competitors.

PRESENCE DURING THE RALLY

 

When the secretariat is opened, they should have the secretary of the meeting draft a schedule of their duties which shall be posted on the Notice board of the rally and which shall include:

 

•  Presence at Drivers' and Co-Drivers' briefing.

•  Presence at scrutineering.

 

•  At the Secretariat of the Meeting.

•  At the start of the rally.

 

•  At regrouping halts.

•  In the Parc Ferme at the end of sections.

 

•  Near the Parc Ferme at the finish (the latter being dependent on the rally timetable).

 

Function

 

•  Give accurate answers to all questions asked

•  Provide all information or additional clarifications in connection with the Regulations and the running of the rally.

Mediation

 

Avoid forwarding questions to the stewards, which could be solved satisfactorily by a clear explanation, with the exception of protests (for example, clarify disputes over times, with the assistance of the timekeepers).

 

The competitors' relations officer shall refrain from saying anything or taking any action, which might give, rise to protests.    

Appendix III - Assistance Plates.

•  All competitors will be issued with two Service Plates per competing car. No additional service plates are permitted.

.•  Auxiliary plates can be purchased at a cost of JD 40.000. This will include one service book and two team personnel passes. 

Appendix IV Awards, Eligibility and Definitions. 

•  Private entry: The car is entered by one of the two-crew members, has been purchased or rented by one of the two-crew members and the driver is not an FIA seeded driver.

•  Ladies award: Both crew members must be female.

•  RACJ awards: Both crew members must be members of RACJ.

•  Novice award: Both crew members competing in their first International Rally.

•  Best Jordanian National Crew: Both Crew members must be Jordanian.
